Louis Scotto

Chief Executive Officer

Former Global CEO of Tullett Prebon

Louis Scotto is the Chief Executive Officer of FMX. He previously served as an Executive Managing Director Americas and the Global Head of FMX UST for BGC Group, Inc. In that role, Mr. Scotto led BGC Groups’ brokerage operations in the Americas in addition to his responsibilities running Fenics in the US.

Mr. Scotto joined BGC Group in early 2011 as Executive Managing Director for the Americas business before assuming leadership of the North America business as General Manager.

With over 30 years of experience in the broking industry, Mr. Scotto started his career in 1981 at Garban, which merged with Intercapital Plc in 1999 to form ICAP. At Garban, Mr. Scotto was the head of technology and served as president of Garban Computer Systems. In 1985, he joined Mabon Nugent where he served as general partner and chief administrative officer. In 1992, Mr. Scotto joined Liberty Brokerage in London and from 1994 to 1999 he built the business of Liberty Eurasia, returning to New York in 1999 as global chief operating officer of Liberty Brokerage.

In 2000, Liberty Brokerage merged with Tullett and Mr. Scotto served as chief operating officer of that business until 2003 when the company merged with Collins Stewart. Mr. Scotto became Group CEO of Collins Stewart Tullett Plc. and upon the acquisition of Prebon, Mr. Scotto was promoted to Global CEO of Tullett Prebon Plc. From 2007 to 2009, Mr. Scotto served as CEO of Tullett Prebon Americas and from 2009 as a consultant to Tullett Prebon.

Robert Allen

Robert Allen is the President of FMX Futures Exchange. He joined the Company in January 2021. Prior to joining the Firm, he worked at JPMorgan Chase & Co. for 11 years, serving as a Managing Director in various roles.

Mr. Allen began his career at Lehman Brothers from 1999 to 2001 as a Fixed Income trader before working at Bank of America from 2001 to 2009. He received a BA in accounting from the University of Washington and an MBA in finance from the University of Chicago.

Bijoy Paul

Chief Technology Officer

Bijoy Paul is the Chief Technology Officer for FMX, responsible for leading the technological vision, innovation strategy, and platform development. At FMX, he and his team have been instrumental in the development and success of FMX UST, a platform that has established itself as a major central limit order book in the U.S. Treasury electronic market.

A veteran technologist and industry innovator, Mr. Paul brings over three decades of experience shaping the evolution of electronic marketplaces. He has been at the forefront of market infrastructure advancements throughout his career, playing a pivotal role in transforming the fixed-income trading landscape.

Prior to joining FMX, Mr. Paul served as Managing Director and Global Head of FMX Interest Rates Technology at BGC Group, where he spearheaded the development of cutting-edge trading solutions. Early in his career, Mr. Paul built the first matching engine for government bond brokering at Cantor Fitzgerald, which later became the foundation for the eSpeed platform, one of the most influential electronic trading systems in U.S. Treasury markets.

Mr. Paul holds a degree in engineering and computer science from the New Jersey Institute of Technology.
